Cuomo, the state attorney general, advised Paterson to strip lawmakers of their precious pork-barrel money also known as member items if they dont pass a budget.
First step, negotiation and see if you can come to mutual terms. If not, step two is, they pass their budget, you line-item veto any of the (additional spending proposals), you line-item veto the member items, because option three is shutdown and you cant go to option three in my opinion.
Cuomo lambasted the Legislature for neglecting Patersons request for a contingency budget in the event the federal government doesnt grant New York $1 billion in Medicaid reimbursement money.
To do a budget without the Medicaid money would be irresponsible. I think the Legislature is dreaming on this one, Cuomo said after announcing he is expanding his investigation into fraudulent mortgage rescue companies.
He also criticized the state for proposing tax increases, saying that is exactly the wrong thing for this state at this time and applauded Patersons push for a property tax cap.
